It is a special honor and pleasure to welcome you to this official website, which provides comprehensive information on the Presidency of the Conference of European Constitutional Courts by the Constitutional Court of the Republic of Albania for the period 2024–2027. The member courts entrusted us with this responsibility in recognition not only of the fact that the Constitutional Court of Albania shares fundamental values and principles with its European counterpart institutions in the field of constitutional justice, but also of its commitment and capacity to carry forward this important mission with dignity and success.
For the Constitutional Court of Albania, presiding over this Conference, together with organizing its XX Congress in Albania in 2027, constitutes a moment of particular pride and, at the same time, a significant institutional responsibility. It also represents a valuable opportunity to offer a meaningful contribution to an increasingly important European dialogue, at a time when democracy and the rule of law are confronted with new and complex challenges.
We firmly believe that constitutional justice evolves and is consolidated not only through judicial decision-making, but also through the dialogue it fosters, the trust it cultivates, and the impact it has on society and the human dimension. In this context, our Presidency goes beyond a formal mandate; it reflects a sustained commitment to bringing constitutional courts closer together, deepening cooperation, and encouraging joint reflection on the future of the constitutional order in Europe.
The path towards the forthcoming Congress, which will be dedicated to the highly relevant and particularly important topic “Freedom of Expression – Fake News as a Threat to Democracy”, is not merely an organizational challenge aimed at ensuring its successful conduct. Above all, it is a process intended to promote substantive discussions and further enrich our shared jurisprudence in this field.
This platform is an open invitation to explore, reflect, and actively engage in this dialogue. We warmly invite you to consult the available materials and to follow, step by step, the activities of the Conference of European Constitutional Courts.

About CECC
The Conference of European Constitutional Courts (CECC), established in 1972, brings together 41 constitutional courts and other equivalent institutions exercising constitutional review in Europe.
The Conference aims to promote the exchange of information and experiences on the working methods and the exercise of constitutional review by its member courts. It also provides a forum for the exchange of views on issues of public law and constitutional adjudication, including institutional, structural, and procedural matters.
The activities of the Conference are guided by the principles of mutual respect and the independence of constitutional courts, which constitute essential guarantees for the protection of democracy, the rule of law, and fundamental rights.
The Constitutional Court of the Republic of Albania became a full member of the Conference in 2000, at the XIIth Congress held in Brussels under the presidency of the Constitutional Court of Belgium. Since then, it has actively participated in the Congresses and other activities of the Conference.
At the XIXth Congress, held in Chișinău under the presidency of the Constitutional Court of the Republic of Moldova, the Constitutional Court of the Republic of Albania was entrusted with the Presidency of the CECC for the period 2024–2027, as well as with the organization of the XXth Congress, to be held in Albania in 2027.
Within the framework of this Presidency, the first Preparatory Meeting of the Circle of Presidents – one of the Conference’s principal governing and decision-making bodies – was held in Tirana on 28 February 2025, at which the theme of the Congress was determined.
