Organization

Pursuant to its Statute, the organs of the Conference are the Circle of Presidents, as the central decision-making body composed of the Presidents of the courts and institutions with full member status, and the Congress.

Congress

The Conference of European Constitutional Courts generally holds a Congress every three years. The Congress is attended by full members, associate members, and observers, including European supranational courts, bodies and institutions of the Council of Europe and the European Union dealing with matters of constitutional jurisdiction, as well as non-European constitutional courts and other invited participants.

The Presidency of the Conference is held by the President of the court hosting the forthcoming Congress; the same court also provides the Secretariat of the Conference.

Circle of Presidents

The Circle of Presidents is the central decision-making body of the Conference of European Constitutional Courts and is composed of the Presidents of the member courts and equivalent institutions with full member status.

The Circle of Presidents holds, as far as possible, at least one meeting between the Congress dates and, in principle, on the day preceding the opening of the Congress.

The Chairmanship of the Circle of Presidents is exercised by the President of the court hosting the forthcoming Congress.

Permanent Bureau

The Permanent Bureau of the Conference of European Constitutional Courts was established pursuant to Resolution VI of the Circle of Presidents, adopted on 22 May 2024 in Chișinău, on the occasion of the XIXth Congress of the CECC.

The principal mission of the Permanent Bureau is to ensure the continuity of the activities of the CECC, to administer its general website, and to maintain the archive of documents related to the Conference’s activities.

By the same decision of the Circle of Presidents, the role of the Permanent Bureau was entrusted to the Constitutional Court of the Czech Republic.
