






Preparatory Meeting of the Circle of Presidents in the framework of the presidency by the Constitutional Court of Albania of the Conference of European Constitutional Courts (CECC), 28 February 2025
Within the framework of the chairmanship by the Constitutional Court of the Republic of Albania of the Conference of European Constitutional Courts (CECC) for the period 2024-2027, the Preparatory Meeting of the Circle of Presidents, which is one of the leading and decision-making bodies of this Conference, was held in Tirana on February 28, 2025.
This event was attended by high-level delegations of European constitutional courts, members of the CECC, most of which were chaired by the presidents of these courts.
The Preparatory Meeting of the Circle of Presidents opened with the welcoming speech of the President of the Constitutional Court of Albania, Ms. Holta Zaçaj, also the President of the CECC, who once again expressed her gratitude for the support and trust given to the Albanian Constitutional Court, emphasizing the importance of these constitutional justice organizations in the function of developing dialogue between judges and inter-institutional cooperation for the exchange of experiences and best practices in the field of constitutional justice.
The meeting agenda continued according to the agenda, the first item of which was the discussion of the request of the Constitutional Court of Kosovo for full membership in the CECC. This request was voted on and accepted by the majority of the CECC member constitutional courts, marking a historic moment for this court after a 14-year effort to be an integral part of the European network of constitutional courts.
The meeting then continued with the organizational issues of the upcoming XX Congress of the Conference of European Constitutional Courts, which will take place in Albania in 2027, determining the topic and date of this Congress, as well as other issues proposed by the member constitutional courts.
This preparatory meeting constitutes an important step towards the success of the XX Congress, strengthening the role of the Constitutional Court of Albania on the international stage and contributing to the development of constitutional justice in the region and in Europe.
The Constitutional Court of Albania has been a full member of the Conference of European Constitutional Courts since 2002 and has regularly participated in its congresses and activities. Conference of European Constitutional Courts
Founded in 1972, the Conference brings together around 40 courts and equivalent constitutional institutions, with the aim of promoting the exchange of information on methods and practices of constitutional review, as well as sharing experiences and opinions on institutional and legal challenges in the field of constitutional law.
